The SSSBC Constitution was signed as a Collective Agreement and was registered with the Department of Labour on 28 July 1999. It outlines the rules and procedures for the operation of the Council as well as all the powers and functions of the Council.

The Constitution incorporates the Dispute Resolution Procedure, which regulates the manner in which disputes referred to the Council are handled. The Constitution can only be amended by a two-thirds majority.
